Fix first strike deserted house

To be clear, I have purchased every hex game you have and all the add one.

1863 is really pissing me off. First strike deserted house is ridiculous on casual. In playing the confederate side, the troops actually hit something once every FIVE shots compared to the union at once every 1.8 times (I played 5 games and kept count). I found a forum in 2012 where you recognized the problem and its not fixed.

FIX IT
